[1.14 Backport] ci: use renovate to upgrade Helm in ginkgo tests

This is a separate backport for #28777 that will cause #28870 to not fail ginkgo tests after it's merged and the og backport rebased on it.

I think ci-e2e are failing due to Cloudflare issues (more info here):

Also, the changes are unrelated to the failure above, so I'd say we can mark this as ready to merge. WDYT @nebril ?
