Newly Configured Repo shows success, but disappears from list upon refresh

Steps to reproduce the problem

1. Link the repo with a public CLA gist URL
2. it shows linked successfully
3. it shows up on cla-assistant.io Linked Repositories table
4. refresh page
5. newly configured repo disappears from list

What is the expected result?

Repository is configured & sustains in the view

What happens instead?

Repository disappears, webhook is also not configured in github settings of repo

Our issue seems to exactly match this related issues: #778

1. cla-assistant works fine for another repo in the same org (also confirmed permissions are not an issue)

This Individual Contributor License Agreement (“Agreement”) sets out the terms governing any source code, object code, bug fixes, configuration changes, tools, specifications, documentation, data, materials, feedback, information or other works of authorship that you submit or have submitted, in any form and in any manner, to Pixee in respect of any of the Projects (collectively “Contributions”). For greater\ncertainty, the foregoing obligations respecting the identification of Third Party Content and Third Party Rights\ndo not apply to any portion of a Project that is incorporated into your Contribution to that same Project.\n\n\nRepresentations.
