Incomplete list of repos and orgs when adding an exclusion

Steps to reproduce the problem

1. Login with an account that has access to an organization with more than 300 or 400 repositories and a few more organizations. We have more than 1400 repositories in one of the organizations.
2. Try to add ad one of the organization to the exclude list.

What is the expected result?

• The dropdown should show all repositories and organizations

What happens instead?

• The list is incomplete and the organizations are even missing

Any other information? (attach a screenshot if possible)

When scrolling down I can't see any organization at all and the list of repositories is not complete, nor does it load more remotely based on the filter when I type.
