What is this issue about?
Current to deploy CFCR, a contributor must understand that another repo exists and contains the base manifest and ops-files to deploy CFCR. (https://github.com/cloudfoundry-incubator/kubo-deployment)
This makes it hard to contribute to CFCR and spreads the way to deploy CFCR into another repository. The aim of this consolidation is to have the deployment information in the same repository has the code.
Why do this?
kubo-deployment currently is purely for the manifest / ops-files needed to deploy CFCR. To reduce the maintenance burden / make it easier to see all the moving parts, this PR is intended to remove that repo and consolidate
