Overview

This PR adds a prototype of an article that's part of a series. I added a table of contents towards the beginning to establish what part of the series the article falls in. I also added a link to the next article at the bottom so readers don't have to scroll back to the links at the top.

Danielle and I discussed with voices some opportunities for pushing this even further. I'd recommend moving this PR to "draft" state so its status is clear while we continue to iterate.
