Linter class objects are not consistent across multi-processing environment #6052

The Linter class instance is different on multi-processing environments, and some Linter hooks are not being run on every instance.

This is most evident on Windows, which doesnt use fork.

It is the cause of
coala/coala-bears#2937 (comment)

That usage dates back to v0.7.0 (May 2016) coala/coala-bears@3c23210
