[BUG] Deleting an expense receipt #1074

Describe the bug
Deleting an expense receipt on opencollective is not handled on cobudget.

To Reproduce
Steps to reproduce the behavior:

On opencollective, delete an expense receipt
Sync collective on cobudget
The deleted expense receipt still appears on cobudget

Expected behavior
Deleted expense receipt on opencollective, should also delete it from cobudget on syncing
