Extract tool and version for cwl provenance

The current provenance is lacking tool and version information which is crucial for reproducibility. In our instance we use a mixture of local binaries and conda environments and it would be great if we could dynamically specify the current tool and version that is executed. This could be using for example an execution command coupled with a regex as suggested by @mr-c .
