Add a notification banner to the home screen to allow us to dynamically include disclaimers.

Use case example: to warn users that certain functionality is down, or that certain functionality has been added/changed.

This needs to be changeable from an API endpoint. Wisp-ui should query this endpoint whenever the homepage loads, and if there is an active "notification", then it will display the banner.
