Should we recommend to set DATALOGISTIK_REPO=./repo.json when running tests locally?

IMO, it's nice to be able to run these tests by default without needing to reach the internet. But further, on my machine, I get spurious SSL failures due to brew+root cert drama when running the tests.

Setting DATALOGISTIK_REPO=./repo.json runs them nice + without needing to have an internet connection.
