Hello. I am trying to achieve the following:

Current version: 1.3.1
Expected: 1.3.1-0

What I am trying for is whenever I run standard-version, I want the identifier to appear as a default and only increment it when we run standard-version -- --prerelease

Is this achievable?

standard-version is deprecated. See the deprecation notice at the start of the README for more information or https://github.com/absolute-version/commit-and-tag-version directly for a maintained fork.
