Couldn't create Shell.Application when elevate.vbs was runing.

My Environment

My windows installation is chinese

Expected Behavior

nvm use v12.20.2

Actual Behavior

popup a dialog. information as follow:

ActiveX 部件不能创建对像；'Shell.Application'
代码：800A01AD
源：Microoft VBScript 运行时错误

Steps to reproduce the problem:

node still can't run.

this is my first time to issue problem , Please let me know what shuld I do.Thanks
