On a docker environment

FROM golang:1.10 as build

RUN apt update
RUN apt install -y python3 python3-pip
RUN pip3 install dockerscan

an error occurs:

root@4ef93516ca6e:/go# python3.5 -m pip install -U dockerscan

Command "python setup.py egg_info" failed with error code 1 in /tmp/pip-build-3f8sypdm/dockerscan/

This is due to implicit byte decoding in setup.py, I will PR shortly.
