What happened?

Description

Updating to 4.9.3 causes disabled matrix blocks to be unclickable. Confirmed by updating granularly via the CLI, it only occurred in 4.9.3. Seems to be related to #13897

Steps to reproduce

  1. Update to 4.9.3
  2. Disable matrix block

Expected behavior

Disabled matrix blocks should be clickable

Actual behavior

Disabled matrix blocks are unclickable

Also running into this. You also can't click the cog wheel to re-enable it.

Craft 4.9.4 is out with a fix for this. Thanks again!
