Allow manifest.json to be refetched if cached value is an error response?

Presently, we do not allow authn.io to hit any manifest.json URL (for a credential handler) more than once in a 5 minute period. We could relax this, if and only if, the response was an error response previously. This allows for errors to be corrected within the 5 minute period.
