Are there any capability in css-doodle to make fractals? Or it could be a feature request? Thank you!

Currently no.

The @shaders() can be used to make fractals, although it may require a lot of code.

I did have a plan to build a new function that on top of shaders in the past. Hope I'll have time to do some research.
