Describe the feature/proposal

New APIs available soon for distributed scheduling:
https://github.com/cicoyle/dapr/blob/5c382fe60f05b92d185d3a4c8c65298eb6a10226/dapr/proto/runtime/v1/dapr.proto

Once implemented in the runtime, this should be picked up.

Context: dapr/dapr#7246
