How might we enable permissionless innovation on top of dGrants?

One question that I have in my mind is "How might we enable permissionless innovation on top of dGrants?".

Part of this is knowing that QF is still a very "live game" in so far that the best way to do QF is still unknown. There are many ideas for mechanisms (MACI, pairwise, etc) floating around, as are there different sybil resistence techniques (POH, brightID, idena, PoPP). There are also different ideas about how to curate/sort/rank grants and grant collections.

How can we enable decentralized and permissionless innovation on top of dGrants?
What kind of state would the dApp have to be for me to kick it ovver to the moonshot collective and be like "build fork X of dGrants", where X is a direction that we want to explore (likely informed by dave white or vitalik or other influential mechansm designer)
