EPIC: Add Boundary Policy Information for this Capability

As a user of this repository in high compliance environments, I'm often subject to a boundary policy that is controlled by a cloud broker / boundary team and need to understand the privileges required to standup this capability with least privilege.

Definition of Done

• I have artifacts that can help inform what a least privilege boundary policy would look like
• those artifacts are updated per release
• there is an example boundary policy that inform how those artifacts are intended to be used to craft a boundary policy
