Should we add a do not merge label that prevents merging?

Would it be useful to have a do not merge label?
Maybe the PR could have a job that fails if the label is applied too.

This sounds like a good idea to me! 👍 Can be very useful in various circumstances if the PR needs a fix or needs to be discussed or such. Labels can be used for this, but if a maintainer misses them, the PR could end up being merged.
Would you like to create a PR for this and test it out?
