Per things discussed in the discuit discord server, some people wish to have the ability to outright disable viewing of downvotes (basically replicate YouTube).

Shouldn't be to hard to do as we just use a flag and reference it anywhere downvotes are displayed. However, if it is enabled should downvotes be 0, not shown at all, or a nice little icon showing they are hidden, or something else.
