Starting with 7.4, non-open/source-available license is in effect.

I'm wondering, what are the implications of this for distribution users -- this project does not aim to provide a commercial offering of Redis cache. Does merely using Redis in one's registry stack violate the license? I'm not a [SW license] lawyer so it'd be nice if someone could weigh in on this.

It might be easier to switch to one of the Redis forks instead as the suggestion? Redict has a couple of RCs out (https://codeberg.org/redict/redict) and uses Distribution for its own containers already: https://registry.redict.io/
