Email message sends the wrong comment when closing a reopened ticket. #1064

Describe the bug
The email message sent when closing a reopened ticket contains the comment/resolution text from the first time a ticket is closed. Subsequent closings will not send the new comment/resolution text.

To Reproduce
Steps to reproduce the behavior:

  1. Create and submit a new ticket.
  2. Enter a comment/resolution, choose "Closed", then click "Update This Ticket".
  3. Enter a comment/resolution, choose "Reopened, then click "Update This Ticket".
  4. Enter a comment/resolution, choose "Closed", then click "Update This Ticket".
  5. Note the email message generated by step 4. does not contain the comment/resolution from that step. It contains the comment/resolution from step 2.

Expected behavior
It is expected that if a reopened ticket is closed with a comment/resolution, then that new comment/resolution should appear in the notification email.
