Currently, PHP 7.2 is supported in security-only mode and will be completely unsupported by the end of the year. DBAL 3.0 is planned to be released sometime around the PHP 8 beta release which is mid-2020.

Given that DBAL 3.0 will support PHP 7.3, 7.4 and 8.0, supporting 7.2 may be too much.

Similarly to PHPUnit, as a non-profit opensource project, we should only support actively supported PHP versions and encourage the community to upgrade.
