HTML Anchor Links from Page TOC Prioritize The Sidebar Instead of Expected Headers #4102

This is perhaps an edge case but I ran into it recently:

If you have a sidebar that has a matching anchor to one on the page, clicking the link in the TOC or using an anchor link will take you to a location of the header on the sidebar and not the one in the page.

For example, if you have a sidebar page for your namespace that has a header for "Tools" and your currently viewed page also has a section header named "Tools" then clicking "Tools" on the TOC will not take you to the expected location on the page.
