Describe the bug

When attempting to scaffold identity in core (Razor) or MVC, the scaffold is incomplete and creates no DBContext class and an empty identity user class with no filename. All subsequent razor pages associated with identity contain errors. Scaffolding with 8.0.1 had no issues

Expected Behavior

A DBContext class, a User class and razor pages that work
