Adds Metal API bindings using metal-cpp headers.

Further Comments

  • I won't be able to generate the bindings themselves for a few weeks, as I'm on a Mac, not a Windows PC, and running the generator requires being on Windows.
  • Apple does not host a repository with these headers, afaik you have to download them from their site, hence why I used the submodule I did

I've been informed that the generator only works with C headers not C++
