When I first created a WPF Custom Control Library project (NOT the .NET Framework version)) around the start of November 2023, the project was created properly; it included a Themes folder that in turn contained Generic.xaml. I created another project a week or so ago, and this one was missing Themes folder and Generic.xaml.
I don't recall the version I was on at the time, and I've updated since then, currently at 17.8.3 Community.
If a .NET Framework version WPF Custom Control Library project is created, the Themes folder and Generic.xaml file are created properly.
The screenshot shows a Solution Explorer with both a normal and a .NET Framework Custom Control Library project. Note the .NET Framework version contains the Themes folder and Generic.xaml file, while the normal one does not.
