Describe the bug
While creating a new field type, I noticed field:create fails if a field type has no possible field widgets.

To Reproduce
Create a field with a field type with no field widgets.

Expected behavior
Skip the field-widget option

Actual behavior
An error: Choice question must have at least 1 choice available.
