Artifacts with snapshot version are still downloaded from Maver repository even when they are imported into the Eclipse workspace

Artifacts with SNAPSHOT version already imported into an Eclipse Workspace can still be found in "~/.m2/repository" after importing Maven projects that reference them.

It seems referenced atifacts are still downloaded from the private Maven repository even though they are already present in the workspace and even though downloading of snapshot versions is disabled everywhere,

It does not seem to be causing any significant problems, as navigation within Eclipse works pointing to the artifacts in the workspace but it is a concern nevertheless.

This is a long standing issue, going back years, and it is still present in Eclipse 2023-12 with m2e 2.6.0
