let osmWebWizard work with sandboxed browsers #14888

Currently osmWebWizard will not work if the browser has been installed using snap or flatpak. There is work being done on that for flatpak in flatpak/xdg-desktop-portal#655 and flatpak/xdg-desktop-portal#705 and maybe a workaround from keepassxreboot/keepassxc-browser#1631 (comment) could be adapted.

Alternatively we could use a small local webserver instead of websockets.
