希望有一个 --config 参数来指定配置文件，这在封装fecs时非常有用。目前的需求是在封装 ale 插件时，因为 --stream 有几个问题，使用了 temporary_file 的方式，但这样配置文件就不能基于文件路径来寻找了。两种方式都可以满足需求：

提供 --config，由vim脚本寻找并给到fecs
从 cwd 而非文件所在路径开始寻找配置文件
