We would like to suggest that team admins cannot change email addresses of users. At the moment team admins can change email addresses and this would theoretically allow them to change a user’s email address to their own and access eLabFTW via the user’s account.

You mean Sysadmins?

Because Admins cannot change the email of users. Unless you're using a very very old version.
