Canvas Sharable Runtime

The Canvas "shareable runtime" is an bundle produced to enable running Canvas workpads outside of Kibana. This bundle is included in third-party webpages that embed canvas and therefor should be as slim as possible.

context: there's lots of cpu available when building our docker images. this was a test run at building arm and x86 builds at the same time to reduce project deployment time on pull requests. I'll circle back when I find the time.
