[Monitoring] [Logstash] Update pipeline top nav

As part of our update to Pipeline Visualization in #18597 we are planning to update the top nav of the view; however, that piece of the UI lives in Angular, so to avoid getting out of scope on these changes, we want to move that code to React in a follow-up PR.
