Thanks for the issue! Electron Packager does not officially support any platform/arch combination that Electron doesn't have binaries for. Electron itself doesn't officially support any platform/arch combination that both the Chromium and Node.js projects officially support. Node.js doesn't seem to support RISC-V (see nodejs/build#2876), so we don't plan to support that architecture at the moment.
