Steps to reproduce

I recently started a fresh Element desktop instance. It has been unable to complete indexing -- across several restarts of the application, it hasn't gotten past a fraction of my total messages. The message search preferences panel indicates "Not currently indexing messages for any room." but there are thousands of messages left to index.
