In respect of the goals stated in the readme and the emacs version is the project functional?

The readme describes the goals of emacs-ng and it would be unreasonable to expect it to compile on the latest versions of Emacs.

But in respect of its initial goals it it functional?

Is it in the state where the basic foundation is complete for someone with a good knowledge of its inner workings and Emacs to start creating new emacs features, utilities or plugins with it?
