Describe the bug

When navigating from project tab to pull request tab and opening up the pull request modal will populate the branch list in branch dropdowns but when refreshing the same pull request page will leads to empty those two dropdowns.

Steps to reproduce

  1. Select a project
  2. Go to pull request tab
  3. Refresh the page
  4. Open the pull request modal
  5. Select any one of the dropdown for branch
  6. No branch will be there

Expected behavior

When refresh the same page should also populate the branch list on the dropdown.
