Currently, it appears as if all changes after v7.1.0 were made in v7.4.0

What changes did you make? (Give an overview)

Added missing linebreaks before v7.2.0, v7.3.0, and v7.3.1

Is there anything you'd like reviewers to focus on?

I think the issue that causes this was fixed by eslint/eslint-release#39, but it hasn't been released yet.
