What changes did you make? (Give an overview)
Added comment regarding the template to be intentionally not a checkbox.
It has been several times contributors have thought that it's a mistake and have sent PR updating the template,
for example - #13759 , #12848, #13018, #12953
This comment will clear the confusion and will save time for future contributors.
