Refs #15016, fixes block-spacing.

What changes did you make? (Give an overview)

Updated the block-spacing rule to apply to class static blocks.

/* eslint block-spacing: error */

{foo} // applies to blocks

class C {
    method() {foo} // applies to function/method bodies
  
    static {foo} // should apply to class static blocks, too
}

Updates the `block-spacing` rule to apply to class static blocks.
