Some interest to make a PR was given by others in the past in the linked issue, but there hasn't been any activity from the original poster there after being asked for an update, so I decided to take a stab at fixing it. My apologies if that's considered inappropriate.

Added some wording that when searching for configuration files the
~/
directory is also considered a root and searching will stop there. It also mentions that configuration files present in that directory will be ignored with the removal of support for Personal Configuration files.Is there anything you'd like reviewers to focus on?
