There is the same babel cache problem as
kentcdodds/babel-plugin-preval#19

babel-plugin-macros lists this in the "caveats" section, I would say we should let them handle the issue and close this one since it's not a bug with this library in particular.

There is a PR @ Babel that would allow babel-plugin-macros to fix this problem by leveraging file dependencies... see babel/babel#11741
