Summary

This PR makes the necessary changes to our development setup in order for us to start migrating to TypeScript. It's a prerequisite for #7807

Test plan

Green CI, hopefully 馃 (EDIT: well, that didn't work out 馃槄 EDIT2: There we go)

Will revert this when we actually have some
