Declare and version 1Password Server setup

Motivation

A draft installation of 1Password Server has been done via the official AWS CloudFormation template, on AWS ECS backed by Fargate. We are not versioning the declared desired state.

Feature

Translate Cloudformation template into Terraform HCL code, and push it into this repository.
