Correctly handle mentions

Mentions are probably better of as core functionality because they need their own hooks/state etc.

We should find a generic way to handle mentions, right now the mention functionality is very tightly integrated with the handbuch logic (it knows about chapter, people etc)

The hard part here is to find a good abstraction over the mention logic.
