reusing a resource table in a relation manager - "create" button not showing up

i am trying to just re-use the resource table in a relation manager

e.g.:

namespace App\Filament\RelationManagers;

use App\Filament\Resources\CommResource;
use Filament\Forms\Form;
use Filament\Resources\RelationManagers\RelationManager;
use Filament\Tables\Table;

class CommsRelationManager extends RelationManager
{
    protected static string $relationship = 'comms';

    public function form(Form $form): Form
    {
        return CommResource::form($form);
    }

    public function table(Table $table): Table
    {
        return CommResource::table($table);
    }
}

this works amazing, except the CreateAction button does not show up in the relation manager.

i have added the CreateAction to my CommResource table headerActions:

->headerActions([
    Tables\Actions\CreateAction::make(),
])

it still will not show up in the relation manager table. how do i make it so the create button will appear in relation manager tables?

yes i am just an idiot

i was in the "view" page and the "new comm" button doesn't show up there, then i went to the "edit" page and the button was there. it makes sense that you cannot create a relation from the "view" page.
