But I can not publish these. Licensing is unknown.

It's a FWS file, 76 bytes:

Sorry, was offline for vacation. I can gladly add a file but the one you are referring to appears to be uncompressed (FWS, not CWS).
The first one from here: https://blog.bannersnack.com/2-sample-swfs-available-for-download/ is CWS, I'll ask permission to add this to file-tests
