Bug: Manage bit locker opens Windows File Explorer when Files is set as default

Description

When you open BitLocker, select the encrypted hard drive, and select Bitlocker settings, you'll notice that instead of the Control Panel, you'll find that you'll open the native File Explorer documentation. Same issue with native explorers. It doesn't return to normal until the Default Explorer is turned off. I'm guessing it's because of the poor link setting.

Steps To Reproduce

1. Set Files as default
2. Right click a bit locker enabled drive
3. Click Manage bit locker (You may need a pro version of Windows for this)
4. See it opens Windows File Explorer in the users documents folder. It should open the control panels bit locker page.

Requirements

• Clicking on Manage BitLocker on a drive should open the control panels BitLocker page when Files settings > Advanced > Set as default is enabled

Not all programs will open Files, but the easier way is to type explorer at the start of the Files path bar

1. Set Files as default
